Comment can be replaced with named argument

Reports the inline comments before arguments in function calls that only contain the name of the parameter and thus serve as hints. In PHP 8.0 and later, named arguments can be used instead.

Can be used to locate inspection in e.g. Qodana configuration files, where you can quickly enable or disable it, or adjust its settings.
