App Visibility
Administrators can manage the users and groups who will have access to an app using its visibility setting. This setting is available by default for every app in the system and is completely unrelated to the custom settings that can be defined for each app. As a developer, you don't need to do anything special to make this setting available. However, you should be aware that this setting exists by default for all apps.
Administrators can restrict access to an app at the global and project level. If the visibility for an app has been limited at both the global and project level, YouTrack checks both restrictions to determine whether to display the app to a user. If a user fails to meet the requirement at either level, their access to the app is restricted.
